The Vice Chancellor of the University of Cross River State, UNICROSS, Professor Francisca Bassey has presented a comprehensive report of the university’s activities and progress for 2025 to the Cross River State Commissioner for Education, Senator Stephen Odey. During the presentation, Prof. Bassey highlighted the university’s achievements, including the approval and commencement of minimum wage payments for staff, and the conduct of a National Universities Commission, NUC, accreditation exercise for 18 newly introduced academic programmes. The VC said, “We have recorded significant progress since I assumed office, including the construction of an entrepreneurship workshop, en-suite offices, and laboratories.” She also reported improvements in academic administration, including the timely submission of students’ results by lecturers. The Vice Chancellor noted that the university had implemented its first increase in school fees since 2009, citing rising costs of goods and services nationwide. Prof Bassey added, “This is a complete university. We have to adequately fund it to prepare our children for the future and for the competitive world ahead of us.” Prof Bassey appealed to the state government to assume responsibility for staff salaries, recruit additional staff, and provide improved funding to ease the university’s financial burden. She also requested for the perimeter fencing of campuses and construction of access roads. In his remarks, the state Commissioner for Education, Senator Odey hailed Professor Bassey and the university management for the progress, assuring them of the ministry’s continued support. On Monday, February 23, 2026, the Governor, represented by the Commissioner for Education, Senator Professor Stephen Odey, commissioned an ultra-modern fitness centre, specifically designed for the Department of Human Kinetics and Health Education. In addition to the commissioning ceremony, the Governor conducted an inspection of key university facilities, including the Central Store and several academic departments, such as the Department of Visual Arts Technology. This inspection aimed to assess ongoing developments and infrastructure under the current administration. She appreciated Him at a thanksgiving service held on Sunday 21st September 2025, at Shalom Church, Jonathan Bypass, Calabar. Prof. Bassey, a Professor of Organic Chemistry, was appointed as substantive Vice Chancellor on July 17, 2025, after serving in an Acting capacity for six months. Her appointment by the Governor of Cross River State, His Excellency, Senator Prince Bassey Edet Otu, was widely applauded, especially in academic circles. She has lived up to expectations since then and continues to attract goodwill from staff and students of the university. Speaking during the thanksgiving service, the Vice Chancellor gave glory to God for all her accomplishments and stated that it was necessary for her to invite all her well-wishers to join her in thanking Him and in praying for His continuous blessings. She said: "I have always drawn succour from God. After God, it is my father and my mother. They gave me the foundation. The Bible says 'train up a child in the way He should go and when he is old, he will not depart from it'. My parents invested in my education and sent me to very good schools. It takes sacrifice to do so." She wished that they were alive to witness her progress and prayed for God's blessings on their souls. The Pro-Chancellor of University of Cross River State (UNICROSS) and Chairman of the University's Governing Council, Ntufam Dr. Fidelis Ugbo, yesterday led members of the University's 6th Governing Council on a courtesy visit to Senator Stephen Odey, Cross River State Commissioner of Education. The courtesy visit preceded yesterday's first meeting of the 6th Governing Council after it got inaugurated last month. It was meant to introduce members of the Governing Council to the Commissioner and to reinforce a synergy between the Management of UNICROSS and the Ministry of Education. The Ministry plays a supervisory role in UNICROSS. In his opening remarks at the meeting, the Pro-Chancellor and Chairman of Governing Council, thanked the Commissioner of Education for always representing the interest of UNICROSS. He emphasized the importance of regular communication between the Governing Council and the Ministry of Education and added that UNICROSS is a project that deserves everyone's support and dedication. The Pro-Chancellor further assured the Commissioner that members of the Governing Council will work with him to improve the image and global ranking of UNICROSS. On her part, the Acting Vice Chancellor of UNICROSS, Prof. Francisca Bassey, also assured the Commissioner of Education that she will always work in synergy with him. She cited improved adherence to the policy of "no school fees no exams", prompt release of results, payment of minimum wage to staff of the University and utilization of the previously dormant defunct Heritage Bank Building as some of the strides that UNICROSS has made after she assumed office as Acting Vice Chancellor. She said: "We have made significant strides, including the introduction of immediate result access for students after Computer Based Exams for General Studies courses. Speaking during the opening session, Professor Francisca Bassey explained that the presentations were designed to encourage robust discussions, evaluate proposed initiatives and ensure that the strategic plans of Faculties, Departments and Directorates align with the broader vision and objectives of the University under her leadership. The Vice Chancellor disclosed that prior to her appointment, she had presented a comprehensive five-year strategic action plan to the Governing Council of the University and has remained committed to implementing that vision since assuming office. She explained that the accident occurred after another vehicle reportedly veered into the path of the UNICROSS bus. She commended Prof. Innocent Abang, Chairman of the Medical Advisory Council (CMAC) of University of Calabar Teaching Hospital (UCTH), for his swift medical intervention and efforts in assisting the victims, noting that his actions helped save lives and prevent severe injuries. Prof. Bassey also praised the Government of Cross River State and the Students’ Union Government (SUG) of UNICROSS for their rescue efforts and solidarity during the emergency response. She further commended members of the university management team, including the Deputy Vice Chancellor (Academic), Professor Stella Maris Okey, and other principal staff members for working tirelessly throughout the period of the tragedy. Calling on members of the university community to seek God, live responsibly, and pray against future tragedies, she said: “Let’s ask God for mercy and be devoid of wickedness, envy, fighting, and destructive lifestyles. Let us look to God our Creator, who is the sustainer of our lives, the author and finisher of our faith. He holds our today and our tomorrow. Our destinies are in His hands. “You cannot take from somebody what God has given to that person. Let us abandon destructive attitudes among ourselves. The Creator is watching, “I want everyone to solemnly seize this opportunity to reconcile with their Creator and let all of us repent before the Lord — starting from the leadership, from the Vice Chancellor through the principal officers to the least staff — so that the wrath of the Lord may be turned away and God may show us mercy. It is time to repent.” Special prayers were also offered for divine mercy, protection, peace, and continued progress for the university community. A sermon titled “Vessels of Mercy, Carriers of His Glory” was delivered by Prof. Innocent Abang, who is also a pastor. The message focused on God’s mercy, repentance, and total dependence on God. Other ministers, including Pastor Ayang Umoren of God Wonders Service, also offered prayers during the event. Delivering the vote of thanks, the Students Union Government (SUG) President of UNICROSS, Comrade Ogar Favour — one of the survivors of the accident — expressed appreciation to God, the university management, and all individuals who contributed to the rescue and support efforts. The solemn assembly marked the climax of activities held by UNICROSS after the university management declared the past week as a period of mourning.

Since the incident, there has been an outpouring of deep grief and emotion from individuals and institutions across the academic community. The condolence letter from Cyprus International University exemplifies the many messages of sympathy received by the Vice Chancellor of UNICROSS during this period. The message from Cyprus International University was conveyed in a formal letter signed by Professor Dr. Majid Hashemipour, Senior Adviser to the Board of Trustees, and addressed to Professor Francisca Bassey, Vice Chancellor of UNICROSS (see attached letter). The relationship between UNICROSS and Cyprus International University commenced in April 2026, when both institutions formalized a partnership aimed at fostering academic collaboration. This initiative forms part of UNICROSS’s broader strategy to strengthen its global competitiveness.

The training was designed to enhance professional competence by exposing participants to modern teaching methodologies and aligning instructional practices with contemporary accreditation standards. A major focus of the programme was Outcome-Based Education (OBE), an approach that focuses on measurable learning outcomes, practical competencies and continuous assessment in engineering education. In his welcome address, the Dean of the Faculty of Engineering, Engr. Professor Simon Odey, underscored the need for continuous learning and adaptability among lecturers. He encouraged participants to embrace innovation and integrate new approaches into their teaching. Professor Odey said: "This training equips faculty with essential skills in Continuous Quality Improvement (CQI) and the design of curricular aligned with global standards like the Washington Accord, which facilitates the international mobility of Nigerian engineering professionals. By focusing on what the student can actually do at the end of their programme, we align ourselves with International Engineering Alliance (IEA) standards, ensuring that a degree from UNICROSS carries weight not just in Calabar or Nigeria, but across the globe." 2026-05-03History was recorded at the University of Cross River State (UNICROSS) on Friday April 23, 2026, as the Vice Chancellor, Professor Francisca Bassey, was formally inducted as a Fellow of the Nigerian Association of Technologists in Engineering (NATE). The conferment makes her the first female Fellow of the Association in Cross River State. The induction followed a courtesy visit by a delegation of NATE officials, led by representatives of the national and state leadership. Speaking, Professor Bassey expressed deep appreciation for the honour and acknowledged the Association’s support for the university’s developmental goals. She described the conferment as a collective achievement and commended NATE’s commitment to advancing technical education and manpower development. The Vice Chancellor reiterated the university’s focus on strengthening academic standards and expanding international collaborations to ensure graduates are globally competitive. She highlighted ongoing efforts to enhance global competitiveness through partnerships with international institutions in China and Cyprus. According to her, "My team and I are building the manpower of this state by giving a good foundation to our youth; we are crossing the T’s and dotting the I’s with international collaborations so our children graduate with certificates recognized anywhere in the world.
